Reduce priority even further?

I am surprised you're having performance issues with a low thread priority. To briefly explain how thread priority works, Windows is responsible for giving each process a slice of CPU time. Priority determines how "urgent" a process needs CPU time, so processes of a higher priority are parceled out cpu time slots more urgently than lower priority ones.

The idea of this is that if you have something doing work often you can schedule it low priority. When the system is idle, this process will be able to work away, however, if something needs to do something urgently (in order to be responsive, for example) then it can.

So a low priority backup should allow the rest of the system to run at normal priority fairly comfortably.

However, there is another type of process that frequently runs as low priority - antivirus scanners. Are you running an antivirus product? If so, if you disable it temporarily during backup do you notice any improvement in your backup speed? The same applies to any other monitoring software that might be running.

An alternative option to measure the effect of any local system component slowing things down is to try the backup from PE-based rescue media. This will allow you to identify whether or not something on the system other than antivirus might be causing the slowdown.
