Recovery Boot Menu prevents Win 7 from booting

It appears that a problem may have been introduced into your system's boot configuration data (BCD) setup somehow, and/or there could be a mismatch between the BOOTMGR and the windows loader to account for the 0xc0000428 error. In either case, if you aren't satisfied with disabling secure boot as a solution, you could try using the Windows setup recovery options (bootrec /fixmbr; bootrec /fixboot; bootrec /rebuildBCD) to restore the boot configuration defaults.

P.S.: Having boot loaders on two drives means that you'll need to check BCD source validity for both. I do something similar (Win7 and Win8.1) and find the VisualBCD utility very useful for that purpose. Check, in particular, that the correct drive and OS loader is specified in each case and that the BOOTMGR version can handle both. Installing the Macrium Reflect System Recovery boot menu option may replace the original BOOTMGR (renamed to bootmgr.old) with the one from the chosen PE package.
