You can backup and restore the data files (documents, images, etc.) that you created under Win8.1, but any newly installed application programs would need to be installed again (assuming compatibility) under the Win7 OS.
It's essentially the reverse of the situation discussed in the "Can I transfer my programs and files to a new computer?" article at http://kb.macrium.com/KnowledgebaseArticle50212.aspx.
